All posts to -announce are now moderated.

If the post is does not fit the -announce list, it will be dropped.
There will be no notification of it being dropped. No effort will be
made to redirect it to the -discuss list.

This does bring an interesting bonus, anyone can now post to -announce
and have their post moderated. Anyone consistently posting correctly to
the -announce list will be whitelisted.
